What to do if an administrator isn't receiving as many notifications as they would expect?

To save overloading administrators with every single notification generated by their organisation, they will not receive any notifications from groups by default.

To start receiving notifications from any groups they wish, administrator accounts must be added to those groups as an "opt-in" measure.

They can be added in exactly the same way as a standard user.
